The programme was delivered by V Jesudevan, Founder, Chief Executive Officer of Trade Kins, and covered a range of specialised topics related to strategic trade controls and the detection of dual-use goods.
The programme aims to share Singapore’s leading experience and introduce best practices in strategic trade controls, while enhancing participants’ knowledge and capabilities in handling dual-use goods and shipments and improving the efficiency of assessment, detection, and risk management processes.
The programme covers several specialised areas, including mechanisms for controlling and detecting dual-use goods, methods for assessing and classifying potentially high-risk goods and shipments, proliferation risk management and the identification of risk indicators, as well as the assessment of end users, end uses, and high-risk destinations.
It also addresses inspection, targeting, and risk management mechanisms at ports of entry and across supply chains, while providing participants with the opportunity to gain insights into Singapore’s experience and exchange specialised knowledge and best practices. This contributes to strengthening coordination and integration among relevant regulatory, security, and customs authorities.
Sultan Abdullah Al Qamzi, Director of the Restricted Goods Department at SIRA, said that hosting the programme reflects SIRA’s commitment to supporting knowledge exchange and benefiting from advanced international experiences, contributing to the development of specialised capabilities among professionals working across relevant entities.
Al Qamzi said: “Singapore’s experience represents an advanced model in strategic trade controls and risk management. This programme provides government representatives with an opportunity to explore best practices and modern tools in detection, assessment, and targeting, strengthening their capabilities to address challenges associated with dual-use goods.”
He added: “In accordance with Decree No. (25) of 2021 concerning the Regulation of the Circulation of Dual-Use Goods in the Emirate of Dubai, the Security Industry Regulatory Agency (SIRA) plays a pivotal role in regulating and monitoring the circulation of these goods. This includes classifying such goods, establishing the regulatory frameworks and controls governing their import, export, re-export, transfer, and circulation, issuing the necessary permits, as well as carrying out monitoring and inspection activities and coordinating with the relevant authorities.”
SIRA’s hosting of the programme forms part of its ongoing efforts to strengthen institutional partnerships, facilitate the exchange of international expertise, and develop national and specialised competencies, supporting an integrated approach to regulatory oversight and risk management while reinforcing professional best practices in related fields.
